Description
The City of Portage is soliciting proposals for disaster debris monitoring and recovery management services following significant weather events. The selected contractor will monitor debris generated from public rights-of-way, private property, drainage areas, and other eligible locations; coordinate daily operations; support temporary debris storage and reduction site permitting; schedule and manage field staff; monitor debris removal contractors; certify vehicle capacities; validate load tickets and eligible debris; oversee site development and restoration; and prepare operational, final, and appeal reports. The contractor must provide or license an automated electronic debris tracking and reporting system that captures photographs, GPS coordinates, electronic signatures, timestamps, before-and-after documentation, and real-time web-based reporting, with GIS connectivity and sufficient equipment available for the City's needs. The proposal must address qualifications, staff, technical approach, hourly pricing, FEMA/FHWA and other reimbursement documentation, and include a draft contract. The solicitation states a one-year agreement with two additional one-year renewal options.
