NOTICE OF REQUEST FOR PROPOSALS CITY OF PORTAGE Notice is hereby given that the City of Portage, Indiana (the "City"), invites qualified vendors, firms, and organizations to submit proposals for consultant services to provide professional and technical service assistance to expedite financial recovery and mitigation through FEMA public assistance programs identified in the Request for Proposals (RFP). This solicitation is issued pursuant to applicable Indiana law and is authorized by the City of Portage Board of Works at the regular meeting held on Tuesday, September 8, 2026, as adopted and passed. Publication is made pursuant to I.C. 5-3-1. Description

The City of Portage is seeking a consultant to provide professional and technical disaster recovery assistance, including FEMA Public Assistance and Hazard Mitigation support, financial recovery and grant reimbursement management, procurement and contract compliance, documentation and audit preparation, insurance and other funding coordination, information technology and data-management support, and emergency-management continuity services. The consultant must help the City prepare project estimates, scopes of work, grant submissions, cost documentation, payroll and force-account records, procurement files, and project closeouts while complying with applicable federal, state, and local requirements, including 2 CFR 200 and FEMA regulations. The proposal must address the firm's qualifications and experience, proposed strategy and technical approach, auditing and grant-defense history, administrative information, staffing and organizational structure, subcontractors, and all-inclusive hourly pricing. The solicitation provides a one-year agreement with two additional one-year renewal options. Evaluation criteria are qualifications of the firm and staff, technical approach, cost, and references.
