Description
The City of Portage, Indiana, through its Redevelopment Commission, is issuing a two-phase Request for Proposals for the design, financing, construction, and conveyance of a youth sports complex. The complex must include three Cal Ripken-style baseball fields, one Babe Ruth-style baseball field, one to two tee ball fields, two batting cages, one Pop Warner football field, two to three half-court basketball courts, a two-story building (minimum 3,200 sq ft) with concessions/restrooms and press box, additional restrooms, a storage/maintenance building (minimum 6,000 sq ft), a picnic pavilion (minimum 2,400 sq ft), two to three smaller shelters, a playground, one mile of walking paths, parking for at least 450 vehicles, site lighting, landscaping, and monument signage. All facilities must be fully ADA-accessible. Respondents are responsible for identifying and securing a suitable site of at least 35 acres within Portage city limits. The City will acquire the completed facility through outright purchase or lease with option to purchase. No public funds are available for design or construction; the developer must privately finance the project. Phase 1 proposals are due September 25, 2026.
