Description
The Delaware Department of Health and Social Services seeks a contractor to operate a toll-free tobacco cessation hotline and provide comprehensive cessation services, including telephone, online, and face-to-face counseling. The contractor must support trained counselors and credentialed health-care providers, 24/7 Quitline operations, multilingual and interpretation services, referrals, reporting, evaluation, and the systems and staffing needed to manage anticipated call volumes. Telehealth may be proposed only as an augmentation or expansion of the intended face-to-face coaching program. The program provides eligible participants with up to eight weeks of FDA-approved prescription cessation aids and non-prescription nicotine-replacement products, including patches, gum, and lozenges. The contractor is responsible for recruiting, training, scheduling, and paying qualified counselors and face-to-face providers, managing permitted subcontractors, supporting specialized tracks, and providing required reporting. The current annual budget is $1,269,600, including $341,420 for nicotine-replacement therapy, pharmaceutical cessation aids, and administrative support. Addendum 1 reports FY2026 expenditures of $1,232,450, 1,708 telephonic intake enrollments, 3,910 telephonic coaching sessions, 209 web enrollments, 473 digital-only participants, and 2,264 nicotine-replacement therapy orders. Proposals must include a signed transmittal letter, proposal and detailed budget, Appendix C vendor forms, business references, and subcontractor information when applicable.
