Description
This Invitation to Bid covers three design-build residential well repair or replacement projects under the Essex County CDBG Wells, Septic & Lateral Program. Contractors must evaluate existing wells and water-supply systems, determine whether repair, rehabilitation, or complete replacement is appropriate, and deliver complete, functional, code-compliant residential water supplies. The scope includes site evaluation, well assessment, testing, design, permit approval, construction, inspection, water-quality testing, final approval, and site restoration. Work must comply with applicable New York State, county, municipal, health, electrical, plumbing, environmental, CDBG, labor, insurance, nondiscrimination, MWBE, SDVOB, and Section 3 requirements. Well construction and regulated work must be performed by appropriately qualified New York State DEC-registered or certified water-well contractors, as applicable. The posting states that professional design or PE-stamped plans are required only when mandated by the authority having jurisdiction, permitting agency, site conditions, proposed design, or applicable law.
