Description
The City of Fountain Valley is soliciting proposals from qualified consultants to provide municipal sales and use tax consulting and auditing services. The selected consultant will obtain and organize monthly California Department of Tax and Fee Administration data in a searchable, internet-based database; audit sales tax records; identify and recover misallocated sales and local use tax revenue; monitor reporting errors, allocation irregularities, use-tax designations, state audits, fund transfers, and payment issues; and coordinate audit efforts with City staff. The scope also includes quarterly sales and use tax projections, three-year forecasts, economic analysis, ad hoc reporting, analysis of major producers and business categories, comparisons with neighboring jurisdictions and statewide trends, economic-development support, ongoing email and telephone consultation, regulatory updates, and at least four annual meetings with City staff. Proposals are limited to 20 pages and must include a transmittal letter, company experience, key personnel and past performance, approach and schedule, project understanding, references for five comparable projects, and a separately submitted cost proposal. A completed Non-Collusion Declaration is required, and the selected consultant must provide the insurance coverages specified in the draft agreement before performing work or receiving compensation.
