Description
The City of Tacoma seeks a qualified contractor to develop, launch, and operate a shared Micro-Retail Marketplace Pilot for a three-year period, with up to $500,000 available. The contractor must identify and control a specific commercial property in Tacoma, prepare and operate the marketplace, recruit and select participating businesses, provide staffing and shared infrastructure, conduct community programming, and track participant and program outcomes. The marketplace is intended to function as a business-incubation and commercial-readiness program rather than solely as subsidized retail space. The contractor must provide structured technical assistance and business development support, administer participant eligibility and documentation procedures, and comply with applicable federal Community Development Block Grant requirements, including low- and moderate-income beneficiary documentation, recordkeeping, monitoring, and reporting. Proposals are limited to 20 total pages excluding required forms and resumes, and must address qualifications, site readiness, program design, business recruitment and assistance, financial sustainability, credit-card requirements, and contract exceptions.
