Description
The City of Tacoma seeks a consultant to perform a vendor-neutral assessment of its enterprise HR, Payroll, and Retirement processes, systems, integrations, data governance, and technology landscape. The engagement includes stakeholder interviews and workshops across general government, utilities, public safety, and other departments; validation and quantification of pain points; analysis of process-, data-, governance-, training-, and technology-driven gaps; assessment of SAP and related platforms; and evaluation of integration, analytics, workforce, retirement, scheduling, and timekeeping needs. The consultant must recommend viable solution pathways, including configuration, extension, reimplementation, replacement, or consolidation; identify cost, risk, and timeline implications; and deliver a prioritized, phased, and costed roadmap with a decision-ready business case. The consultant will also support development of requirements for future RFPs, but software procurement, implementation, and system integration are out of scope. The estimated budget is $250,000, and the contract is for one year with one optional additional one-year renewal term. The selected consultant must remain vendor-neutral and disclose relevant software-vendor relationships.
