Description
Hillsborough County is soliciting competitive sealed bids for as-needed pumping, transportation, and disposal of leachate from the Southeast County Landfill. The contractor must transport leachate within 12 hours of written notice to Florida Department of Environmental Protection-permitted disposal sites not owned by the County, provide all tankers, tractors, pumps, hoses, adapters, and backup equipment, and prevent cross-contamination. Services may be required Monday through Saturday and, when directed, on Sundays, holidays, and during declared emergencies, with 24-hour landfill access available as needed. The contract is for a three-year period and has an estimated project value of $14,280,000. Bidders must submit proposed non-County disposal locations, a complete equipment list, and the required bid-table and acknowledgements questionnaire through the County's electronic bidding system. Addendum No. 1 adds an analytical report as supporting documentation, requires bidders to acknowledge the addendum and resubmit any previously submitted bid if applicable, and extends the bid close date to October 21, 2026, at 2:00 p.m. Eastern Time. The solicitation requires commercial general liability, automobile liability, workers' compensation and employers' liability, professional liability, cyber liability, pollution liability, and other coverages identified in the insurance requirements; bid, performance, and payment bonds are not required. A drug-free workplace form may be submitted optionally, while the insurance certificate and Substitute W-9 are completed upon County request.
