Description
The U.S. Fish and Wildlife Service is soliciting a firm-fixed-price contractor for planted tree and shrub maintenance and fuels reduction at multiple sites within the Upper Mississippi River National Wildlife and Fish Refuge. Work includes hand or wand application of approved aquatic glyphosate, competing-vegetation control, mechanical vegetation control when authorized, tree-tube and stake repositioning or replacement, removal of tubes and stakes associated with dead seedlings, and reporting dead seedlings by site. The contractor must furnish labor, supervision, transportation, equipment, tools, herbicide, surfactant, water, personal protective equipment, and other necessary materials. The contractor must hold an appropriate current Wisconsin pesticide applicator's license, attend an on-site meeting before work begins, provide pesticide application reports within one week of treatment, and notify the Refuge at least 24 hours before starting work at each site. Performance is scheduled from May 1 through July 30, 2027. Amendment 0001 requires pricing based on the maximum quantities specified for each location and confirms that a proposed subcontractor's relevant technical experience may be used if the subcontractor and its role are clearly identified. Quotations will be evaluated on technical approach, technical experience, past performance, and price using a best-value tradeoff process.
