Description
Roscommon County is soliciting proposals for a one-year Spring 2027 aerial treatment program to suppress Spongy moth populations in residential areas. The contractor must provide a helicopter or fixed-wing aircraft, certified pilots, Foray 48B Btk insecticide, mixing and pumping equipment, support personnel and trucks, secure storage, radio communications, GPS, GIS capabilities, backup equipment, maintenance, and security coverage. Pricing must include these costs, with separate annual fuel pricing and a constant per-acre price excluding fuel. The contractor must comply with applicable Michigan pesticide regulations and FAA requirements, identify congested areas requiring FAA waivers, obtain any required waiver, and provide specified aviation, applicator, licensing, inspection, and insurance documentation before contract execution. Evaluation will consider Spongy moth application experience, rotary-atomizer experience, equipment suitability, successful completion history, delivery system, reputation, financial stability, price, and service quality. Subcontracting is permitted with County approval and an approved applicator. The agreement is for 2027, with possible yearly extension subject to County approval and successful passage of a millage.
