Description
The U.S. Fish and Wildlife Service is soliciting a firm-fixed-price contractor to perform basal bark herbicide treatment for savanna restoration at Trempealeau National Wildlife Refuge. The work covers approximately 120 acres: 105 acres of very low-density and 15 acres of moderate-density target woody vegetation. Target species include black locust, common buckthorn, Siberian elm, black cherry, and red-oak-group seedlings or grubs, while bur oak and white oak must be avoided. The contractor must furnish all labor, supervision, transportation, herbicides, application equipment, personal protective equipment, vehicles, tools, spill-control materials, and other supplies. Only the two specified pesticide-use-proposal herbicide mixtures may be used. At least 95 percent of target stems must be treated, all chemical applications must be completed by April 30, 2027, and treatment records must be submitted by July 30, 2027. Quotations are evaluated on technical approach, technical experience, past performance, and price, with up to three similar completed or substantially completed projects requested for the technical-experience evaluation.
