Description
The U.S. Fish and Wildlife Service seeks a contractor to search for and treat invasive Phragmites within Pools 4 through 8 of the Upper Mississippi River National Wildlife and Fish Refuge, covering waters in Minnesota and Wisconsin. The work includes searching approximately 160 acres in three designated priority areas, treating approximately 70 known patches totaling about 10 acres, and treating additional invasive Phragmites discovered during searches, subject to a cumulative 15-acre treatment ceiling. The contractor must provide all labor, supervision, boats or other access equipment, aquatic-approved imazapyr herbicide and adjuvant, application equipment, personal protective equipment, transportation, licenses, and related resources. Work requires distinguishing invasive from native Phragmites, complying with state aquatic herbicide permits, using GPS to document treated areas, and submitting shapefiles, treatment records, pesticide usage information, and signage documentation. A required pre-work meeting will include a demonstration of the contractor's ability to distinguish native and invasive Phragmites. The firm-fixed-price performance period is August 1 through September 1, 2027, with a possible six-month service extension under the incorporated contract clause.
