Description
The contractor will restore approximately 1,800 square feet of rock landscaping around the Visitor Center and Office at the Upper Mississippi River National Wildlife and Fish Refuge. Work includes removing and retaining existing rock and aluminum edging for reuse where possible, removing and disposing of existing landscape fabric, smoothing the surface, establishing a 4% slope away from the building, installing commercial-grade permeable landscape fabric or weed barrier, reinstalling or replacing damaged aluminum edging, and reinstalling the retained rock to a minimum depth of three inches. Replacement rock, if needed, must be Winona River Rock or an approved equivalent. This is a firm-fixed-price, 100% small-business set-aside. Offers will be evaluated on technical capability, ability to meet specifications, relevant experience and past performance, and price, with technical conformance favored over price. Vendors are strongly encouraged to inspect the site before submitting a quotation; any anticipated subcontractor must be identified with the quotation. The period of performance is October 19, 2026, through December 31, 2026.
