Description

The Association of Bay Area Governments is establishing a pre-qualified consultant bench for as-needed legal, regulatory, compliance, reporting, policy, strategic, and stakeholder-engagement services supporting the Bay Area Regional Energy Network, Tri-County Regional Energy Network, and Inland Regional Energy Network. Consultants may apply for one or more of four listed service categories: monitoring regulatory policy and reporting; drafting legal and regulatory briefs; legal and regulatory representation; and strategic support and recommendations. Placement on the bench does not guarantee a contract award; work may be assigned through mini-procurements or direct selection, with project budgets determined separately. Services may include monitoring energy-efficiency and decarbonization proceedings, attending regulatory meetings and workshops, advising on participation, preparing and filing advice letters, comments, portfolio applications, and other regulatory materials, representing the RENs before the California Public Utilities Commission, California Energy Commission, California Air Resources Board, and other state agencies, and providing strategic program and portfolio recommendations and stakeholder or coalition engagement. The updated Q&A clarifies that Category 4 is primarily internal advisory work; Category 1 covers regulatory and legal support reporting rather than programmatic or technical reporting; legal credentials are not required; and there is no minimum or maximum number of firms selected. The bench period is expected to run from approval through December 31, 2029, with a possible two-year extension. An immediate need exists for legal support in ongoing regulatory proceedings involving BayREN and 3C-REN.
