Description
The Detroit Water and Sewerage Department is seeking as-needed professional support for a full production migration to ArcGIS Utility Network and related GIS technical services. The scope includes GIS database editing and quality assurance, conversion of historical as-built drawings and permit cards, scanning and data extraction, spatial and attribute updates, connectivity and topology maintenance, and support for water and sewer asset information used by Operations and Engineering. The engagement also includes Utility Network readiness assessment, data cleanup, target architecture and data-model design, source-to-target mapping, migration execution, application and map updates, configuration, validation, testing, deployment support, rollback planning, and technical guidance. The awarded vendor must provide on-site GIS Engineers, GIS Systems Architects, GIS Analysts, and GIS Interns at DWSD facilities, with all proposed resources available on site. The solicitation requires at least three similar GIS projects within the last five years, allows team experience, and states that work will be authorized on an as-needed basis with no guaranteed minimum hours. The target environment includes ArcGIS Enterprise, ArcGIS Pro, and Microsoft SQL Server; DWSD will provide required workstations, software, licenses, and access.
