Description
The Army Contracting Command-Rock Island (ACC-RI) is seeking capable sources for the design, construction, commissioning, and operational turnover of a modernized industrial wastewater treatment facility (Bioplant) at Radford Army Ammunition Plant (RFAAP). This facility must treat the full volume and variety of RFAAP's industrial wastewater influent, which contains complex chemical components including solvents and propellant residues, to meet environmental permit requirements for discharge into the New River. The government is considering using a Stand-Alone Other Transaction Agreement (OTA) and is issuing this Sources Sought Notice (SSN) to gather information for a potential follow-on Request for Solution (RFS). Interested sources should describe their proven processes for treating complex waste streams from propellant production, their ability to conduct a 12-month prototype/pilot test with RFAAP wastewater, and provide relevant project experience within the last 10 years. Experience should demonstrate the capacity to design, construct, and commission a wastewater treatment facility capable of handling 1.5 million gallons per day (MGD) non-acidic wastewater influent, with surge capacity up to 2.5 MGD. Strong consideration will be given to experience with active military industrial or Government-Owned Contractor-Operated (GOCO) facilities, including expertise in cybersecurity, explosive safety, environmental permitting, geotechnical studies, and facility siting.
