Description
The Jackson Hole Airport Board seeks a consultant for two coordinated planning work items: landside transportation and demand management, and long-range facility and land-use planning for the airport’s Development Subzone. Work Item A includes evaluating parking, ground transportation, and rental-car operations; forecasting demand; recommending layouts, operational changes, and pricing; and assessing off-site parking and mobility alternatives. Work Item B includes a 20-year assessment of land use and facility needs, space-allocation concepts, and capital and operating considerations. The work is planning-level and does not include facility design or a NEPA process. The consultant should recommend and price any additional field data collection or engagement activities; site visits are expected. The final deliverable is a combined report, with conceptual layouts drawn to scale and delivered in PDF and native CAD or GIS format. The Board anticipates completing all deliverables within 6 to 12 months of contract execution. The draft agreement states that the term may not exceed two years from its effective date and that services must be performed by the consultant’s direct employees; subcontracting requires Board approval.
