The U.S. Department of the Interior, through the Bureau of Land Management Upper Snake Field Office and Idaho Falls District Office, requires approximately 6,000 cubic yards of wood-strand erosion control mulch to stabilize slopes impacted by the Big Rock Fire. The mulch must be delivered to the Big Rock staging area off South Heise Road (E 12000 S) near Heise, Idaho, for application under a future seed-and-mulch project. This is a Notice of Intent and not a request for competitive quotations. The agency intends to negotiate on a sole-source basis because of urgent erosion and public-safety concerns, although responsible firms may submit written evidence that they can provide a comparable supply within the required timeframe and at a cost not exceeding the estimated transaction cost. The estimated acquisition value is less than $61,000, and the agency states that funds are not presently available.
