Description

This is a competitive, unrestricted, two-phase design-build best-value tradeoff procurement for the Port Monmouth Phase II Contract 1 Mitigation project. Phase Two is limited to up to five firms shortlisted during Phase One. The work includes a tide gate, levees, floodwalls, two pump stations, three road closure structures, road raising and regrading, and wetland mitigation to reduce coastal erosion and tidal and inland flooding affecting residential and commercial structures along Pews and Compton Creeks in Raritan Bay. The contractor must provide both design and construction services, including technical and management approaches, an aggressive and achievable schedule, critical-path and risk planning, permitting, quality control during design and construction, community-impact mitigation, and small-business participation planning. The solicitation contemplates a firm-fixed-price contract with a project magnitude between $15 million and $30 million. Phase Two proposals require separate volumes for technical approach, management approach, small-business participation plan, and price, including the SF 1442, price schedules, bid guarantee, self-performed-work confirmation, required pre-award responsibility information, and representations and certifications.
