Description
The City of Detroit's Office of the Assessor seeks a sole-source contractor to provide patented Aerial Pictometry services and related technology. The scope includes high-resolution oblique imagery at 1.3-inch GSD or better, orthogonal imagery at 0.9-inch GSD or better, orthomosaic imagery at 1-inch GSD or better, Computer-Assisted Mass Appraisal (CAMA) system software technology, and change detection technology. The contractor must furnish all labor, equipment, materials, and expertise necessary, and the City may select Project 1 or Project 2 at its discretion. The imagery and data will support property assessment and taxation, including remote inspection of roof conditions, verification of building materials, and detection of unpermitted renovations or additions. Additional stated use cases include emergency response and 911, public works and infrastructure, urban planning and zoning, and legal and law-enforcement activities. This is a notice of intent to sole source rather than a request for competitive proposals; interested parties must submit clear and convincing evidence of their capability. The intended source is Pictometry International Corp. DBA EagleView.
