Description
The contractor must be a Maryland-licensed driller and provide firm-fixed-price services for a Phase II Environmental Site Assessment at the Royal Electric Yard. The work includes vegetation clearing and access, a geophysical survey using appropriate sensing equipment, Call-Before-You-Dig notification and private utility clearance, excavation of six test pits, and advancement of ten soil borings using 2-inch cores to 10 feet below ground surface or the water table, whichever is shallower. The contractor must provide plastic sheeting, soil sleeves, three 55-gallon open-head steel drums with blank labels, clean backfill materials as needed, and related equipment and labor. The contractor must prepare a work plan addressing approach, personnel, equipment, schedule, permits, and site safety; submit a geophysical survey report; manage and dispose of specified materials; backfill completed pits and borings; and comply with applicable federal, state, local, OSHA, and Volpe requirements. The quotation must include a completed SF-1449, pricing backup and cost buildup, a proposed schedule, a two-page technical narrative, the offeror's UEI, and evidence of required qualifications. The procurement is a total small-business set-aside with a firm-fixed-price CLIN and a stated period of performance from September 24 through December 4, 2026 in the SF-1449; the SOW separately states performance from award through December 31, 2026.
