Description
The State of Utah intends to award Agilent Technologies a contract without a standard competitive procurement process for a time-of-flight liquid chromatography-mass spectrometry system for the Department of Health and Human Services. The proposed system includes an accurate-mass TOF LC/MS instrument, MassHunter workstation software, liquid chromatography pumps and accessories, installation, introduction, one year of software updates and phone assistance, and an extended warranty. The quoted total is $258,232.15. The stated justification is that the system must work with existing Agilent UHPLC hardware and MassHunter software, and that switching platforms would require costly method revalidation and could prevent direct use of proprietary data. Vendors wishing to contest the notice must explain the challenge and provide supporting documentation, including evidence of a comparable or equivalent product and the ability to meet the specifications. No response is required from vendors who agree with the notice.
