Description
The State of Utah intends to award a five-year, noncompetitive agreement to Sebia Inc. for two CAPILLARYS 3 DBS instruments, associated computers and UPS systems, and proprietary reagents and consumables for newborn hemoglobinopathy screening. The notice invites vendors to contest the proposed award by providing the contesting party’s name and a detailed explanation with documentation showing competing sources and the ability to provide a comparable or better item meeting the specifications. The notice also requests a cost comparison if transitional costs are the stated justification. The scope includes shipping, installation, configuration, operational verification, instrument validation, training for up to two laboratory staff, emergency repair response within 48 hours Monday through Friday, and two preventive maintenance visits per instrument per calendar year.
