Description
The Florida Department of Agriculture and Consumer Services, Office of Energy, is seeking Statements of Qualifications from licensed general contractors to establish a Qualified Contractor Network for the Florida Energy Saver Program. The program covers Whole Home Efficiency Rebates and Home Electrification and Appliance Rebates for Florida property owners, including single-family and multifamily dwellings, with eligible measures identified in the HOMES and HEAR measure lists. Addendum Two clarifies that the program has approximately $346 million in available funding and is expected to operate through 2031 or until funding is exhausted, although project volume is not guaranteed. Contractors must be able to finance approved project costs until post-installation verification and acceptance, collect required customer cost shares before construction, manage qualified subcontractors, obtain permits and applicable Florida-licensed engineering, and provide at least one-year labor and materials warranties. Work may include HVAC and other eligible energy-efficiency improvements, with project-specific performance bonds potentially required for projects exceeding $100,000. The addendum also confirms that the program performs energy audits and verification, while selected contractors support project execution and documentation.
