Description
The Florida Department of Financial Services, Office of Information Technology, intends to make a sole-source purchase of the Holder Pro Software source code to support the Division of Unclaimed Property. The purchase includes a one-time shared code license for a modern web application replacing the legacy Java/JSF system, configuration services for approximately 48,000 lines of code, joint ownership of the configured codebase, configurable branding and workflow rules, and functionality covering holder registration, filing, payments, and penalties. The specified technology includes a React 18 and TypeScript frontend with a .NET 10 REST API backend. The proposed purchase also includes a one-year subscription to an AI-powered National Association of Unclaimed Property Administrators Eyeball Report Generator. The service batch-processes uploaded NAUPA holder files, produces human-readable summary reports, flags data-quality issues, integrates through a REST API with the Holder Reporting Portal or existing bureau tools, and includes model retraining as NAUPA standards evolve. The estimated dollar amount is $239,996.00, and the annual subscription may be renewed for up to three additional years.
