Description
The Roosevelt Island Operating Corporation seeks to establish a panel of pre-qualified real estate advisors and consultants for on-call assignments. Respondents may propose one or more practice areas, including land use; municipal and government entity representation; real estate and landlord/tenant matters; ground lease valuation, reset advisory, reporting, and analysis; island services and revenue strategy; negotiation support; strategic real estate advisory; environmental services; public finance; commercial real estate brokerage and property marketing; appraisal; affordable housing advisory; financial and feasibility analysis; and arbitration or litigation support. The scope also permits brokerage and appraisal subcontractors, and firms may partner with outside firms. Panel members may receive assignments through job orders or similar task-based work. Compensation must be proposed through hourly rates, multipliers, fixed fees, or task-order budgets; brokerage commissions are not permitted. Proposals must address the respondent’s selected practice areas, experience, key personnel, public-sector work, conflicts, eligibility, references, and pricing. The addendum clarifies that three total references are required, the panel has no incumbent firm, and the contract term is five years with an optional five-year renewal. Respondents must submit the required state, MWBE, SDVOB, tax, responsibility, lobbying, and non-collusion materials, with SDVOB forms marked “N/A” because the SDVOB goal is 0%; the MWBE utilization plan remains required, and the MWBE 105 quarterly report is post-award only.
