Description
The City of Virginia Beach is soliciting statements of qualifications from experienced firms to design and administer a citywide resident survey. The contractor must format the City's questions, offer English and Spanish survey options, support custom questions, use geographic and Council District sampling strategies, prevent duplicate participation, and provide at least two response methods from mail, website, and phone. The survey must achieve at least 1,000 completed responses, a 95% aggregate confidence level, and a maximum 5% margin of error. Administration is scheduled for April–May 2027, with results available in July/August 2027. Deliverables include quality assurance and control, benchmark data when applicable, Excel tabular data, cross-tabulations by key demographics, weighted and unweighted results when applicable, respondent locational data consistent with privacy practices, a public results dashboard, a formal report with an executive summary and charts, and an onsite presentation to City Council and staff. Proposals must address experience, at least five similar references from the past five years, key personnel, technical approach, work plan, staffing, quality control, communication, and public participation. The submission must include the required anti-collusion/nondiscrimination/drug-free workplace form, SWaM subcontracting participation plan forms, references form, and survey fees.
