Description
The City of Virginia Beach is soliciting continuous landscape maintenance for approximately 59.65 estimated acres along Northampton Boulevard and associated roadways, rights-of-way, medians, landscape easements, interchanges, landscape beds, and lots. The scope includes litter removal and disposal, turf mowing and trimming on an 18-day cycle, bare-spot and rut restoration, hard-surface weed control, tree, shrub, and groundcover maintenance, pruning, mulching, edging, herbicide application, and replacement of damage caused by improper performance. The contractor must provide all labor, materials, equipment, qualified personnel, traffic control, permits, safety apparel, and required Virginia pesticide certifications and licenses. Bidders must submit pricing on the provided bid sheet, a workforce and equipment/manpower resource list, references demonstrating similar work within the past five years, an authorized signature form, an anticollusion/nondiscrimination/drug-free workplace form, and a Small Business Subcontracting Participation Plan or good-faith-efforts documentation. The subcontracting plan requires that SWaM-certified subcontracting amount be at least 50% of total subcontracting amount. The contract is scheduled to commence January 1, 2027, and payment is based on work actually completed during each maintenance cycle.
