Description
The City of Virginia Beach Department of Public Works is conducting a two-step progressive design-build procurement limited to three firms shortlisted under the prior RFQ. Phase 1 addresses recurrent flooding in the Central Resort District through design and construction of a parallel double 6-by-6-foot box culvert under Laskin Road, automated tide gates, bulkhead and outfall improvements, and a permanent stormwater pump station with approximately 220 cubic feet per second of peak capacity. Related work includes a 72-inch storm-drain trunk line and drainage upgrades serving the 21st Street, 22nd Street, Baltic Avenue, and Arctic Avenue areas. Phase 1 services include surveying and utility designation, geotechnical, hydrogeological, and environmental evaluations, permitting, alternatives analysis, design through 60 percent, cost estimating, scheduling, constructability reviews, property-acquisition planning, and preparation and negotiation of a Guaranteed Maximum Price proposal. If advanced to Phase 2, the design-builder will complete design, obtain permits, acquire property interests, procure materials and equipment, construct the improvements, and perform startup, testing, commissioning, and closeout. The assumed Cost of the Work is $79,300,000; proposed fees are to be submitted separately for Phase 1 design and preconstruction services and Phase 2 design-build services and general conditions.
