The City of Virginia Beach is conducting a two-step progressive design-build procurement limited to the three firms shortlisted under the prior RFQ. Phase 1 addresses recurrent flooding through design and construction of a parallel double 6-by-6-foot box culvert under Laskin Road, automated tide gates, bulkhead and outfall improvements, and a permanent stormwater pump station with approximately 220 cubic feet per second of peak capacity. Related work includes a 72-inch storm-drain trunk line and drainage upgrades serving nearby streets. Phase 1 includes surveying and utility designation; geotechnical, hydrogeological, and environmental evaluations; permitting; alternatives analysis; design through 60 percent; cost estimating; scheduling; constructability reviews; property-acquisition planning; and preparation and negotiation of a Guaranteed Maximum Price proposal. If advanced to Phase 2, the design-builder will complete design, obtain permits, acquire property interests, procure materials and equipment, construct the improvements, and perform startup, testing, commissioning, and closeout. The assumed Cost of the Work is $79,300,000, with fees submitted separately for Phase 1 design and preconstruction services and Phase 2 design-build services and general conditions. Addendum 1 clarifies that no allowance will be provided for additional geotechnical or contamination-related field investigations, permits conceptual plans and the risk register to be included in appendices, and revises contract and price-proposal provisions. Addendum 2 revises compensation caps for change orders and schedule extensions and establishes how the Guaranteed Maximum Price and General Conditions are reduced for deductive change orders.
