Description
The Tarrant Regional Water District is requesting Statements of Qualifications from qualified engineering consultants for planning, design, permitting, procurement-phase services, and construction-phase engineering support for chemical-feed improvements at the Richland-Chambers Lake Pump Station. The anticipated work includes sodium hypochlorite storage and feed systems, chemical containment, piping and leak detection, conversion of the aqua ammonia system to liquid ammonium sulfate, demolition of gaseous chlorine and chlorine scrubber systems, and multidisciplinary process, civil, structural, architectural, electrical, instrumentation, controls, and SCADA design. The selected consultant will perform project management, preliminary investigations and design, permitting, final design, and procurement-phase services, then develop a comprehensive scope for negotiation with the District. The SOQ must not include fee estimates, pricing, or billing rates. Required submission content includes a cover letter, organization chart, team leader resumes, three past projects with references, a completed Conflict of Interest Questionnaire, and the proposal upload through the procurement website. A separate five-page follow-up document may be submitted after interviews if interviews occur.
