Description
Dallas Area Rapid Transit is seeking a consultant to assess and improve track allocation and track-access planning for routine and emergency light-rail maintenance, repair, and rehabilitation activities. The work includes reviewing organizational functions, work scopes, scheduling, safety-assurance planning, staffing, materials, equipment, nightly access cycles, field execution, after-action processes, and coordination among operations and support stakeholders. The consultant must engage with DART personnel, visit shops, control rooms, and maintenance facilities, conduct interviews and observations, and provide recommendations, advisory support, staff briefings, and oversight for revised track-access procedures. Deliverables include written recommendations addressing track allocation, stakeholder coordination, and communications; weekly memorandum-style status reports with action items; a final assessment report; and additional advisory services as needed. The solicitation uses a two-step invitation-for-bids process: bidders first submit an unpriced technical proposal, and technically acceptable bidders are then invited to submit sealed priced bids. The technical proposal is limited to 15 pages, plus a one-page introductory letter and up to five pages of supporting information, and must address the firm's qualifications and past performance, team qualifications, work plan, project approach, communication, reporting, status meetings, and protection of sensitive information. The performance period is 90 days from the notice to proceed.
