Description
The City of Dallas is seeking a contractor for a three-year indefinite-delivery/indefinite-quantity service price agreement, with one one-year renewal option, covering as-needed routine and emergency inspection, testing, troubleshooting, evaluation, repair, and related recommendations for electrical switchgear and associated power systems. The scope includes substation transformers, power-correction equipment, variable-frequency drives, soft starts, switching equipment, and electrical rotating apparatus. Most work is expected to be performed on-site, although major repairs may be performed at the contractor’s shop; the contractor is responsible for equipment pickup and delivery when shop repairs are required. Services will be ordered through delivery orders based on the City’s needs, and the contractor must provide 24/7 service-call coverage, respond to calls and emails within one hour, and provide requested quotes within three business days. The submission requires the revised 2026 electrical switchgear bid sheet and discount/markup estimated-expenditure bid table, a $100 bid security, City standard forms, the Local Preference Affidavit, the Bid Submittal Qualifications/Requirements, and required Business Enterprise Hub forms. The solicitation includes a contract-specific SBE participation requirement, although the stated percentage is still marked TBD, and requires insurance including workers’ compensation/employers’ liability, business automobile liability, commercial general liability, and umbrella or excess liability coverage. The solicitation also requires bidders to have at least five years of relevant business experience and to provide references or other qualification documentation if requested.
