Description
The Harrodsburg–Mercer County Planning & Zoning Commission is soliciting proposals from qualified consulting firms to prepare a new Comprehensive Plan addressing the City and County’s growth, development, preservation, and economic priorities over an approximately 20-year outlook. The plan must balance rural identity and farmland preservation with residential, commercial, and industrial development, while addressing housing diversity, infrastructure capacity, environmental constraints, annexation, and future land use. The scope includes existing-conditions and community-profile analysis; a customized public engagement program with at least three workshops, surveys, focus groups, joint governmental meetings, and digital engagement; a GIS-based Future Land Use Plan and Annexation Framework; housing and economic development strategies; transportation and mobility planning; special-topic analysis; an implementation matrix; and a phased work program beginning with a 60- to 90-day Interim Priority Area Framework. Required deliverables include interim and final reports, engagement findings, GIS maps and editable files, raw data, an implementation matrix, and presentation materials. The stated budget for the deliverables is $125,000. Proposals must include the firm’s experience, scope, team qualifications, key personnel, itemized costs, timeline, similar-work examples, and three municipal references.
