Description
The Commonwealth of Kentucky, on behalf of the Department of Military Affairs, seeks a contractor to provide comprehensive operation, maintenance, inspection, compliance monitoring, laboratory coordination, reporting, emergency response, and repair services for Bluegrass Station’s wastewater treatment, wastewater collection, stormwater, and drinking-water distribution systems. The facility includes a 100,000-gallon-per-day wastewater treatment plant, eight lift stations, permitted outfalls, sewer and stormwater collection networks, approximately 78 drinking-water service connections, and related meters and backflow-prevention devices. The contractor must provide qualified and licensed personnel, including an on-site wastewater operator, maintain 24-hour emergency response capability, perform required sampling and regulatory reporting, manage residuals, conduct preventive and corrective maintenance, and support electrical, instrumentation, controls, PLC, HMI, and SCADA systems. The scope also includes water-meter testing, laboratory testing, materials and replacement parts at documented cost, annual inspections and asset inventories, monthly operational reports, and compliance with applicable Kentucky, federal, environmental, safety, and permit requirements. Subcontracting is permitted. Award will be based on best value, with price weighted at 90 points and experience at 10 points; bidders must bid all line items and document at least three years in business for the experience criterion.
