Description
The Town of Lexington's Utility Department is seeking a consultant to create, calibrate, and routinely update a potable water distribution system hydraulic model covering all lines two inches and larger. The work includes data collection and review, future demand development, targeted facility and structure inspections, field testing for model calibration, and analysis of system capacity, conveyance, pressure zones, water quality, growth impacts, and capital improvement needs. The consultant will also provide ongoing potable water program management and technical support, including capital improvement planning and budgeting, grant and funding assistance, master planning, council presentations, pressure-zone investigations, easement plats, emergency field support, engineered flushing programs, PFAS pilot studies, treatment-plant expansion input, coordination meetings, project workshops, inspection services, and QA/QC. The contract is time-and-materials based for five years, with mutually agreed annual extensions; the solicitation requests a comprehensive hydraulic-model cost estimate but states that it will not be the contract award amount. Proposals are limited to 18 pages excluding tabs, resumes, and appendices, and must include a cover letter, firm overview, project team, project approach, four recent project examples, project schedule, typical contract, rate schedule, and itemized cost estimate.
