Description
The South Coast Air Quality Management District is soliciting proposals for hydrogen-based zero-emission projects that advance technology development, demonstration, deployment, workforce development, and air quality analysis. Eligible work includes hydrogen production; storage, transportation, delivery, compression, and dispensing improvements; fuel cell powertrain development and integration; repowering or conversion of diesel vehicles and equipment; hydrogen safety and workforce training; and air quality, emissions, exposure, or health impact studies. Projects should address technical feasibility, scalability, commercialization, implementation readiness, and measurable air quality or public health benefits. The solicitation anticipates multiple awards, with $35 million in total funding available and project-category caps ranging from $1 million to $7 million. Minimum cash cost share requirements are generally 20%, including up to 5% in-kind, while air quality studies and hydrogen safety/workforce training projects require a 5% cost share consisting of 2.5% cash and 2.5% in-kind. Proposals must include separate technical, cost, and certifications/representations volumes, along with a cover letter and tables of contents.
