Description
Philadelphia Gas Works is soliciting proposals for a two-phase engineering, procurement, installation, and commissioning project for a new natural gas pretreatment and liquefaction system. The project includes FEED, an indicative and fixed-price lump-sum turnkey estimate, detailed engineering, procurement of selected technology and balance-of-plant equipment, construction and installation, commissioning, start-up, performance testing, operator training, and project closeout. The system will be a 10 MMSCFD liquefier using a closed-loop nitrogen refrigerant cycle and will include feed-gas filtering and metering, mercaptan removal, temperature-swing adsorption pretreatment, nitrogen refrigerant storage, electrical infrastructure, instrumentation and control systems, hazard detection and mitigation, structures, civil works, fire protection, spill containment, and supporting utilities. The proposal must include the completed pricing template, scope and execution plan, schedules, proposer information, LNG project experience and references, required disclosures, confidentiality agreement, and a U.S. Department of Transportation-compliant drug and alcohol testing program. The contract term is five years, with Phase 1 potentially awarded to multiple contractors and Phase 2 expected to be awarded to one contractor.
