Description
The City of Virginia Beach is seeking a qualified firm to manage, direct, and provide direct oversight for a comprehensive revision and rewrite of the City's Zoning Ordinance. The selected consultant will audit the current ordinance, conduct public and stakeholder engagement, develop a new zoning framework, prepare draft ordinances, and support adoption and implementation, including coordination with City staff, the Planning Commission, City Council, and stakeholders. The scope includes ADA compliance and compatibility with Municode's digital requirements, with legal review by a Virginia-licensed law firm. The project duration is 24 months from contract execution, with anticipated ordinance adoption in late 2028 or early 2029. Proposals have no page limit. Consultants intending to subcontract must commit at least 50% of the subcontracted-work value to Virginia Department of Small Business and Supplier Development-certified SWaM businesses, or provide specific good-faith-effort documentation if that threshold cannot be met. The City is also open to contracting directly with the proposed law firm under a concurrent separate agreement.
