Description
The U.S. Embassy Brussels is seeking professional audience research services to assess the attitudes, opinions, media consumption habits, and responses to messages among Brussels-based EU policy audiences. The contractor must design and execute a tailored research program using qualitative and quantitative methods, including at least four focus groups, surveys, and message testing. The scope includes participant recruitment and incentives, screening, discussion guides and questionnaires, qualified moderators, secure online focus-group capabilities when applicable, audio/video recording, observation access, and post-session debriefs. Required deliverables include recordings, speaker-identified transcripts, questionnaire tabulations, session summaries, a methodological report, and a final analytical report with findings, audience-segment comparisons, illustrative quotations, and actionable recommendations for outreach, messaging, and engagement strategies. The resulting contract is a firm-fixed-price purchase order with a period of performance from September 25, 2026, through December 25, 2026. Evaluation will use lowest-price technically acceptable procedures, with technical acceptability based in part on experience and past performance.
