Description
The United States Transportation Command's Defense Personal Property Management Office is conducting market research for a commercial cloud-based customer satisfaction survey platform supporting household goods, unaccompanied baggage, non-temporary storage, and privately owned vehicle shipments under the Department of Defense Personal Property Program. The platform must support approximately 1,100,000 surveys and approximately 440,000 responses annually, provide mobile-capable surveys through email, text, or other mobile-friendly methods, support complex branching and timing logic, and allow survey reminders, unique links, analytics, metadata, and customizable questions and response options. The solution must receive survey triggers from government systems and transmit survey results to the Government Data Warehouse, formerly Advana, through an API or direct connection, with the ability to transition to a future operational system. The contractor would also configure surveys and triggers, establish and maintain system integrations, provide training and technical support, support initial manual Excel-based triggers, and provide ongoing updates. The platform must operate in a commercial cloud environment that is at least Impact Level 2 certified and capable of becoming Impact Level 4 certified, maintain at least 98% monthly availability, and comply with FedRAMP requirements. This is an RFI for planning and market research, not a request for proposals; responses are limited to five pages, excluding title pages and cover letters.
