Description
The City of New York Mayor's Office of Criminal Justice seeks proposals to establish and operate the Community Justice Transitional Network for justice-impacted New York City residents planning for release and transition into the community. The program has three required components: hybrid in-custody and in-community transition services, comprehensive community services, and specialized support for people in an acute rearrest period. Each proposal must address all three components, either through direct services or through partnerships, linkages, or subcontracts. The solicitation includes borough-based and citywide competition pools, including specialized-population pools. Services include discharge planning, peer mentorship, transitional case management, behavioral health and substance-use support, housing assistance, employment and education services, benefits enrollment, family support, legal services, and other supportive social services. Providers must maintain appropriate community presence and, for applicable in-custody services, provide coverage at Rikers Island at least four days per week. The addendum clarifies that proposals must include separate targets for the service components, that the acute-rearrest population requires a distinct service model, and that the proposal budget must cover FY 2027, FY 2028, and FY 2029 tabs. Required materials include the completed Proposal Budget Summary, Provision of Services by Prime Contractor and Partner Providers Form, organizational chart, at least three references with contact information, an annual financial report or certified financial statement, key staff resumes or qualifications, and letters of intent from each proposed subcontractor, linkage partner, or local partnership organization.
