Description
The North Carolina Department of Health and Human Services, through the State Property Office, is soliciting proposals from qualified North Carolina domestic, registered, and authorized financial institutions to provide, install, and operate an automated teller machine at Cherry Hospital. The ATM must support withdrawals, deposits, and transfers 24 hours per day, provide access to at least two major national networks, use existing regional or national cards, and charge transaction fees consistent with the proposer’s other ATM locations and applicable banking regulations. The selected lessee will provide installation, telephone and computer-line services, alarm and other required equipment, security, maintenance, signage, and any site improvements such as a kiosk pad or protective bollards. The initial lease term must be at least three years, with renewals by mutual agreement. Proposals will be evaluated based on operational compatibility, demonstrated ability, financial capacity, proposed rent, and other public-interest factors. A completed PO-28 ATM Proposal Form and supporting documentation are required, including an executive summary, organizational background and similar experience, references, operational plans, permit research, proposed improvements and startup timeline, and current financial information.
