Description
Lenoir County is seeking comprehensive grant administration and construction management services for a Community Project Funding project funded through HUD's Economic Development Initiative. The project involves water and sewer infrastructure intended to support economic development and benefit low- and moderate-income persons. The awarded CPF funding is $5,182,000, contingent on execution of the grant agreement and satisfaction of grant conditions. The selected firm will administer the grant, prepare reports and reimbursement requests, maintain grant files, coordinate environmental reviews and compliance documentation, support monitoring and closeout, and oversee construction activities. Construction responsibilities include pre-construction conferences, site visits, schedule and submittal review, payment application and change-order review, inspections, punch-list and warranty coordination, and monitoring compliance with HUD, federal, state, and local requirements, including Section 3, civil rights, labor standards, Davis-Bacon requirements when triggered, lead-based paint requirements, and applicable North Carolina codes and permits. Proposals must address firm qualifications, comparable experience, project team, approach, schedule, hourly rates, fee schedules, reimbursable expenses, certifications, regulatory compliance, and insurance.
