The Marion County Hospital District is soliciting proposals from qualified financial institutions to provide secure depository, treasury management, cash management, and related banking services for three accounts: a primary checking account, a Department of Children and Families public-fund savings account, and an opioid abatement funds public-fund savings account. The requested services include wire transfers, online banking, positive pay and reverse positive pay, direct deposit, ACH services, sweep options, collateralization, and fraud-control measures such as payee verification, debit filters, dual approval, multifactor authentication, user-entitlement controls, audit reporting, and incident response. Respondents must be Qualified Public Depositors under Florida law and Federal Withholding Tax Depositories, provide evidence of deposit collateralization through a recent QPD Report, demonstrate at least three years of relevant governmental-institution experience, maintain at least one physical branch in Marion County, provide a local decision-making contact, submit three local references, provide applicable fraud-control policies, and propose a comprehensive fee structure. Proposals will be evaluated based on fees, questionnaire responses, qualifications, customer service, and local presence and references. The District seeks an indefinite contract and a long-term banking relationship, with either party able to terminate on 30 days' written notice.
