Description
East Carolina University is seeking a firm, agency, consultancy, or independent professional to serve as an embedded Fractional Chief Marketing Officer for approximately 20 hours per week. The selected contractor must provide active executive leadership rather than limited advisory services, including assessment of marketing operations, enterprise marketing strategy, enrollment marketing and demand generation, campaign design and optimization, market differentiation, governance, analytics, technology utilization, budget and vendor oversight, implementation management, and performance accountability. Required work includes establishing marketing and enrollment performance baselines, developing KPI frameworks and dashboards, leading priority enrollment marketing initiatives and at least one major enrollment-focused campaign or redesign, coordinating centralized and decentralized stakeholders, and providing documented processes, roadmaps, knowledge transfer, and transition planning. The initial term is six months, with up to four additional three-month renewal terms at the State's option. Proposals must include a cover letter, title page, executed proposal pages, the vendor's technical proposal, pricing, customer references, worker-location information, and a signed financial-condition certification.
