Description
The City of Rock Rapids is seeking a qualified Iowa-licensed asbestos building inspector to inspect 14 specified residential structures scheduled for demolition under the FEMA Hazard Mitigation Grant Program and the City's flood recovery and hazard mitigation efforts. The scope includes inspections, representative bulk sampling of suspect materials, laboratory analysis through a NVLAP-accredited laboratory, written reports identifying asbestos-containing materials, quantities and condition, recommended abatement procedures when applicable, and documentation needed for demolition compliance with EPA NESHAP and Iowa Department of Natural Resources requirements. The contractor must coordinate scheduling and property access with the City. Proposals must include the firm's or individual's contact information, proof of applicable certifications and licenses, relevant residential demolition experience, proposed personnel, per-property pricing, a total not-to-exceed price for all 14 properties, and an estimated completion timeline. The selected contractor must comply with applicable federal funding, environmental, labor, recordkeeping, nondiscrimination, and FEMA/HUD requirements.
