Description
The City of Rock Rapids, Iowa, is requesting proposals for asbestos inspection services at 14 residential properties scheduled for demolition following 2024 flooding and related hazard-mitigation activities. The selected contractor must conduct inspections, collect representative bulk samples of suspect materials, arrange laboratory analysis through a National Voluntary Laboratory Accreditation Program (NVLAP)-accredited laboratory, and coordinate property access and scheduling with the City. Deliverables include written inspection reports identifying asbestos-containing-material locations and quantities, material condition, and recommended abatement procedures when applicable, along with documentation needed to satisfy U.S. Environmental Protection Agency National Emission Standards for Hazardous Air Pollutants (NESHAP) and Iowa Department of Natural Resources requirements. Respondents must be Iowa-licensed asbestos building inspectors and demonstrate relevant residential-demolition experience, regulatory familiarity, personnel qualifications, proposed per-property and total pricing, and an estimated completion timeline. The project is federally funded through FEMA and HUD and includes applicable federal labor, environmental, recordkeeping, and contract requirements.
