Description
The City of Rock Rapids seeks proposals from qualified demolition contractors to demolish and remove up to 14 flood-damaged residential properties and accessory structures acquired through FEMA's Hazard Mitigation Grant Program. The scope includes utility-disconnection coordination, demolition of residences, garages, sheds, decks, foundations, and other designated improvements; basement-floor perforation; debris processing, hauling, recycling, and disposal; imported clean fill; backfilling, grading, topsoil placement, seeding, erosion control, and final site restoration. The contractor must furnish labor, supervision, equipment, materials, transportation, permits, disposal services, and incidentals; comply with applicable FEMA, federal, state, local, OSHA, and environmental requirements; maintain disposal, recycling, photographic, and project records; and support grant closeout and audits. Properties will be released in phases by written Notice to Proceed. Work must begin within 14 calendar days after authorization, and each assigned property must be completed within 45 calendar days. The proposal must include qualifications and comparable project experience, a work plan, schedule, cost proposal, subcontractor information, required certifications, insurance evidence, and the provided pricing and certification forms. Asbestos inspection and abatement will be handled separately by the City.
