Description
The Department of Veterans Affairs is soliciting a firm-fixed-price general construction contractor for Project 438-21-403, Renovate First Floor for New Kitchen, at the Sioux Falls VA Health Care System. The scope includes demolition; fencing, excavation, grading, paving, and utility protection; architectural, structural, mechanical, and electrical improvements; and installation of government-furnished kitchen equipment. The project includes new food-service areas and equipment, refrigeration, freezers, dishwashing and cart-washing areas, kitchen exhaust and fire-protection systems, loading-dock and related site improvements, and associated finishes. The contractor must provide all labor, supervision, tools, materials, equipment, services, and testing, coordinate with other contractors, maintain hospital operations through phased construction, and perform night or weekend work when required. A dedicated site superintendent, safety and health officer, and quality-control manager are required. Construction employees require VA badging and background checks, and the contractor must comply with infection-control, safety, environmental, quality-control, submittal, and commissioning requirements. The solicitation is a total Service-Disabled Veteran-Owned Small Business set-aside and requires a verified SBA-certified SDVOSB at the time of proposal submission. The estimated construction magnitude is $10,000,000 to $20,000,000. The contractor must complete the work within 550 calendar days or less from Notice to Proceed, with construction generally limited to Monday through Friday unless weekend or holiday work is approved.
